B |     New Delhi, Oct 15 (UNI) The National Human Rights Commission (NHRC) has issued a notice to the Kerala government over reports that two missing women have become victims of human sacrifice.

The Commission observed that such incidents cannot be expected in a civilized society. The state, being the guardian of its citizens, is responsible for their safety and cannot escape its liability to protect them from such evil practices.

It has issued notices to the Chief Secretary and the Director General of Police calling for a report within four weeks, including status of the investigation of the case and compensation, if any, paid to the families of the victims, a NHRC statement said.

NHRC has taken suo motu cognizance of a media report that two Kerala women, reported missing to the police by their families three months apart, became the victims of alleged human sacrifice in a bizarre ritual orchestrated by a self-styled voodoo man professing to bring luck to a couple facing financial problem.

Both the victims were bound by a common profession of selling lottery tickets, it stated.

D | 如台风路径或风力变化，高架地面线路也可能提前限速、缩线、停运、结束运营。15日早高峰期间，地铁运营受台风影响，可能将采取限速措施，运营间隔将拉长，候车时间也将更长，提醒乘客预留更多出行时间，或错峰出行。浙江舟山进入七级风圈今天中午，浙江舟山已经进入七级风圈。舟山5000余艘在外渔船全部回港避风为了确保人员安全，海事部门已经把渔民全部劝导上岸。目前整个舟山已经有5061艘作业船只回港。

E | 浙江舟山：海岛群众昨日开始转移安置目前，舟山全市已经转移26000多人，并且设立了多个岛内的安置避灾点，目前已安置避灾人员13500多人。浙江舟山：今日下午起部分高铁列车停运 航班停航据了解，铁路部门在今天上午8点停运沪昆、萧甬等沿海线路的客运列车部分停运，预计停运列车超过380列。高速公路方面，舟山的跨海大桥、舟岱大桥等高速公路路段今天下午开始也因台风的影响采取了封道的措施。杭州机场下午6点以后的200多趟航班也全部取消。记者：金荷淼
